LCA Prevailing Wage Guidelines for Strategic IT Management Specialists
Wage-level errors are the quiet cause of most labor condition application problems. Classification discipline prevents nearly all of them.
Choosing the occupational classification
Strategic IT roles straddle several occupational codes: computer and information systems managers, computer systems analysts, computer network architects, and management analysts all appear in practice. The correct choice reflects the actual duties, not the internal title. An architect who designs systems and sets technical standards is classified differently from a portfolio manager who allocates budget and supervises staff.
Document the reasoning at filing time. A short internal memo comparing the duty allocation against the occupational definitions makes the classification defensible years later, when the people who made the decision may have moved on.
Setting the wage level honestly
Wage levels reflect experience, education beyond the entry requirement, special skills, and supervisory duties measured against the occupational norm — not against the individual employer's internal band. Senior architecture roles requiring years of domain experience and independent judgment rarely sit at the entry level, and filing them there invites both audit exposure and later problems in permanent residence cases.
Where an independent authoritative survey produces a more accurate rate than the standard wage source, it can be used, but the survey must meet methodological criteria and the documentation must be retained. The wage actually paid must equal or exceed the higher of the prevailing wage and the actual wage paid to similarly employed workers.
Worksites, postings, and the public access file
Every intended place of employment must be listed, including client sites and long-term remote locations, and notice must be provided at each. Short-term placement rules offer limited flexibility but are not a substitute for filing a new application when a placement becomes durable.
The public access file must be assembled within one working day of filing and retained for the required period. It contains the certified application, wage rate documentation, the prevailing wage determination method, notice documentation, and a summary of benefits. Building this as a standard checklist rather than an ad hoc scramble is the single highest-return compliance habit for consulting employers.
Key takeaways
- Classify by actual duties and record the reasoning.
- Match wage level to experience and independent judgment.
- List and post at every worksite, including client locations.
- Assemble the public access file within one working day.
